In answer to the previous poster, your ritual tools should be consecrated before and after each use.
This not only gets rid of negative energy but also residual energy.
For example, if someone else touches your tools, with or without your permission or knowing about it, you probably don't want their energies to become a part of your spell work.
Also, if you use your tools for multiple purposes, you'll want to clear and consecrate them from the previous work so that the energies from the previous spell don't mix with what it is that you're currently casting.
