In one definition, non-believer djinn means the djinn who doesn't believe in Islamic teaching. The term for it is "kafir jinn", as opposed to "Muslim jinn" or believer jinn : )

I thought a believer djinn believes in a higher power, a source -- but not necessarily Allah.
I have believer djinns and they believe in a higher power but they are not Muslims. They follow the creator but not Islam teachings.
So non believer is a djinn who doesn't believe in a higher being at all, not just Allah. They just don't follow or believe in anyone.
Mine are a tribe of ancient Egypt god djinns who served pharaohs, and a very old goddess marid djinn. They're simply believers but not Muslims by any means.
And being a god is a statues or ranking djinn earn (or reach?) after certain years and owning qualifications and abilities which surpass the other djinn and entitle them to be gods and goddesses.
