Anyone has any opinions on this - can the eclipse today be used to charge Chaos Magic sigils?

Any and all sources of energy can be used to charge anything, what's more important is that you understand the energy of the eclipse and how it impacts the particularity of the sigil you want to charge. So 
yes, but the nature of the sigil could shift in accordance with the energy of the eclipse (which may or may not be what you want, depending on what the sigil is for) unless you know how to alchemize pure energy sources.
