It's nicely sculpted, but the skin is too pristine for something that washed up dead, the nice, bright, intact yellow eyeballs would be shriveled comparably to the rest of the dehydrated, bony body, it has not even a 'vent' like a snake or fish for reproductive organs and elimination, and the head-fins would probably be of a thinner thickness, even translucent. Not to mention how nicely laid out and above the waterline it is, and that there was no evidence of scavengers (even flies) munching on it.
Going only by what's available in the video, I'd deem it a neat sculpture possibly made primarily with greenware clay (the teeth layout and orientation of the tail to the body are admittedly nice touches), and a mediocre hoax.
