Drakes were understood to be lesser dragons. Like wyvern.

Lesser dragon meaning smaller in size comparable to full blown dragons.

In my understanding, they were downplayed or believed to be lesser, or even less intelligent/powerful due to their less impressive presence. It would be the same as looking down on a wyrm for not having legs or wings.

Just because you have less (less mass in the case of a drake) doesn't mean you are less.
