Hmm, I'm not convinced that such a Vampire species exists. This isn't some kind of game, it's perhaps a Vampire that's summoned during the Blood Moon phase.

Do you mean where can you get a conjured and bound companion?

(It's not advisable for an inexperienced person to try to conjure themselves, as they'll likely not be trained or skilled enough to either protect themselves from harmful energies or beings, nor to be able to effectively conjure precisely , nor to be able to discern which beings come through.)

Creepy Hollows (CH) have protected, safe items in the Shop with which we can meet or conjure suitable spirit companions for ourselves. But they will not be able to conjure beings that don't exist. Games or stories make up beings that don't exist as genuine spirits.

Where did you hear about something called a Blood Moon Vampire?

Also, when I use those CH items, as a precaution I only conjure spirits that are known to CH as I'm not entirely sure that they'll conjure spirits known only to other conjurers & sellers, who may have exclusive agreements with those populations of beings.
