Pit bull's are not inherently dangerous, that person needs to be investigated. They are a fairly gentle breed and have been used to nanny small children. Can you fence off an area for your pets to do their potty, so they won't get out of your sight? it might not have to be a full-sized fixed fence. Even just a portable dog playpen type enclosure might be good enough.
Can animal control be called? I fear it would go badly for the pit bull, as most localities take a dim view of animals that have killed other people's pets. That sucks because it's the owners I have the biggest problems with, when they know their own animal is dangerous but they take no precautions. Too bad the animals suffer, even the aggressive ones, when their owners are careless and irresponsible.
I have a relative who rescued a dog that has fear aggression issues. They walk him with a muzzle on, specifically to avoid problems, and they are working with a dog behavioral specialist to help him overcome his fear issues. He is making progress. But my relative is being responsible, because she knows that we owners have to be responsible for our pets 24/7/365.
