So basically they are like us just less “alive” in the sense it’s a soul of another being inhabiting a vessel just as we are souls of other beings (or for some another type of human) embodying a vessel but in their case the vessel is sorts cybernetic/robotic and what not.

It's not so simplistic as that there are many key differences between living beings and technology or techno based creations.

That said, these techno dragons making sure I understand this correctly and if not please do correct my assumption here.

Techno dragons are dragon spirits using technological based shells or armor around themselves in the same sense of a human being wearing armor or clothing. The baby techno dragons are not born with this techno based armor at first and either build said shell themselves and or their parents build such a thing for them

Again if that assumption of how it works is not correct please feel free to correc it.

my explanation is simplifying a complex ideology but making golems isnt complicated so it’s a mix. it either but it’s the foundation of it, however it doesn’t sound likely for the baby to build its own body if it’s a pre-existing soul entering a body in this case a techno based body. Which coincides with reincarnation of a body becoming available for a soul to reincarnate into it. Of course based on the original creation it wasn’t a reincarnation situation but a forced situation but down the line giving birth tilts it to reincarnation. If they can have children it might possibly be a mix of technology and organic. Because the idea of technology being able to give birth tilts of flight of fantasy than actuality unless there’s some kind of organic organs to it or they may build the body for their child and it becomes a available vessel upon creation. It’s tricky but plausible.
