Private Messages - Can't Reply

So I can receive private messages but I cannot see any way to reply, and when I go to send one it says I cannot send private messages.
How can I have access to PM but not respond?

It looks funny on mobile, but instead of a reply box being there ready for me in viewing a message, I have a relatively nondescript “send reply” button that, when clicked, produces the magical text box.
Do you have one of those when you look for it, or are you more exotically PM-stranded?

Email the HD. There might be a tweak they have to make on the admin side. I had some PM gremlins when I first got tenured.

Thanks, the send reply button appears to be there now.
